Former Tropical Storm Fred emerges from Haiti weaker, chance of heavy rain increases for South Florida

Former Tropical Storm Fred’s top wind speed remained 35 mph, no longer at tropical storm strength, according to the 8 p.m. advisory from the National Hurricane Center. The storm is expected to regain strength over the ocean.
