System located over south Texas won’t develop into a depression but may bring flooding, forecasters say

A low-pressure system that moved over south Texas from the Gulf of Mexico Sunday is forecast to bring rain — and the threat of flash floods — over the next couple of days. It was given a near 0% chance of developing further.
