The Florida Springs Council issued a report Wednesday condemning the state’s caretaking of springs as generally dismal, woefully underfunded and not likely to restore spring health for many decades or centuries under the current course of projects and protections. The report asserts that the chief culprit is pollution from agriculture and septic tanks, neither of which are being addressed nearly sufficiently by state government.
